This proposed project will benefit MED’s ratepayers by meeting approximately 5% of our energy needs. While increasing MED’s energy independence it will also reduce MED and New York States reliance on fossil fuels.  The project will also meet community goals for waterfront redevelopment.   When the existing dam breached in 1996/7 the town of Massena, the Village of Massena and the town of Louisville issued a resolution calling for replacement of the dam.  This Joint Resolution evolved into a committee called the Local Waterfront Revitalization Program (LWRP).  The LWRP has worked since 1997 to develop a plan which is now on file with the New York Department of State. The plan details the economic development impact and aesthetic impact of a facility as proposed by MED.

The proposed facility may also meet needs for our community’s largest employer.  Alcoa is working with EPA to cleanup the lower Grasse River.  One of the issues Alcoa has to address in their clean-up project is a means of providing Ice Control.  MED and its engineers continue to evaluate the effectiveness of a multipurpose project meeting our needs as well as the ice control needs of Alcoa.

MED has completed initial outreach with environmental stakeholders to define key issues related to moving forward with this project and the types of studies to be completed to address those issues.  MED has also had a series of meetings within the community to explain this project.  In addition to meeting with various social and service clubs over the past year, MED had an open community meeting to review the project.  We will continue to keep all of the affected and interested stakeholders informed of our progress throughout the remainder of our schedule.
